I thank you for your letter of September 25th.
I have read with amazement of the incomprehensible rejection by the Hong Kong Government of all the terms suggested so far by me for the development of the composting project. I am still willing to consider appropriate terms for this work and I am surprised at the brusque
termination of negotiations, without any explanation and without any regard for the instructions given to me by the Government, in the letter from the Deputy Colonial Secretary dated June 19th, to undertake the preparation of "detailed estimates and plans for a compost factory".

Proceeding in accordance with the original instructions I analysed the basic information for the project, I held preliminary discussions with manufacturers of special equipment required and I compiled notes appropriate for the preparation of drawings and detailed estimates by technical assistants under my own direction and control. I have been under no obligation to prepare any design memorandum for use by some other engineer and I would point out that the figures in any such memorandum would have been rendered void by the big alteration which appears to have. been made in the basic information as a result of the check on the quantities of materials to be treated.

Whatever may be the arrangements" for its design and construction, I sincerely hope that the composting installation which the Colony badly needs will be provided before long.
